For our 'Kourier Publisher' product we use PCL2PDF from Visual Software (over in the UK) - Essentially, in a nutshell, our software 'hijacks' the output (reroutes to a hold file), sends that hold file through PCL2PDF, builds an email document (from text or html), attaches the pdf file, and then sends it to the email server.
I maintain our existing Form Overlays and design new ones for customers and when I need to get approval or send a sample out I use "CutePDF Writer" which I acquired for free from their website. It's perfect for me to 'print' a file on my PC to my CutePDF printer driver (generates and saves the pdf doc) and then to email the pdf to the Salesrep or Customer. There are not any watermarks or anything on the free version from CutePDF. They do have versions and services they charge for.
