if it's running under unix, and it's trying to telnet to itself, then you may need to add 127.0.0.1 to the /etc/hosts.allow file usually, the process name under linux is in.telnetd, under digital unix it was just telnetd.
So you would have a line like: in.telnetd: 127.0.0.1 or telnetd: 127.0.0.1 If this is a windows machine then I don't know.
