Or are you using TAM (Tivoli Access Manager) - as this sets extended
permissions outside standard Unix?

Otherwise -

fuser -u {filename)

Lists the PIDS of processes that have files opem

BTW: Any UniData users using TAM and RFS - please do not apply TAM to RFS
files when UniData is running and a file has been used since UniData
started. RFS will detect a change to the file signature and behave
predictably as a result to protect the system.

AFAIK changing the TAM permissions (with appropriate and usual care) while
UniData/RFS is using a file is OK - it is the initial application of TAM
control to a file (and I assume the removal of the same) that will cause the
issue.
