If the budget is a significant concern, it's worth taking a look at some
of the open source projects that are starting to compete w/ CR, such as
Actuate's BIRT, JasperSoft's JasperReports, Mondrian, and JPivot.

Have you considered changing to MS-SQL Reporting Services?
Much cheaper for larger licence counts and allegedly scales a bit
better, too
