Dawn, You can also use RedBack: PHP can instantiate COM objects on Windows platforms, and has a java interface so it can create java redback objects (RedObjects). I guess these would also allow UO and UOJ, but then you're back to the old web access/connection pooling issues.
There is a paper available (to the public for a change!) on the IBM site under the U2 documentation/white papers section on using RedBack with PHP. If I remember correctly, it was written by JayJay so it should be good stuff. I've also had some success connecting PHP through my simple web services interface using the NuSOAP library.
