I worked with Kevin a bit off-list Wednesday night. His last email to me:

"Ah, got it.  This is a lightly used development system and the file was
created with a modulo... get this... 1!  FILE.STAT recommended a mod of
10961 and after resizing the file the BUILD.INDEX was successful."

modulo=1)
