No, the problem with vi is that it is case sensitive, and clearly intended for use with programs that primarily use lower case. Anyone who has been editing a PICK program and wanted to go down a few lines and hit "JJJJJ" before they realized the CAPS Lock was still on knows what I'm talking about. Yeah, sure you can reassign all of the keys in vi, but at that point you've wasted far too much energy.
