In general, you can just use CREATE.FILE and create either a type 1 or type 19 file OR you can create the directory at the Unix level and hand edit the VOC -- In either order, as longs as both exist before you try to use the "file".

If either the VOC entry exists, or the directory exists, then CREATE.FILE will fail. In that case, you can manually create the missing item, or delete the one that exists and run CREATE.FILE.
