I use PREPAREXML and OPENXMLDATA on Unidata and have some UTF-8 and some ISO-8859-1 encoded XML files and they all work fine. FYI ISO-8859-1 is the old standard which is now no longer developed as they have moved to UTF-8/16, but it should still work fine...
