You don't say what version of UniData you are on but I am going to make an educated guess that it is an older release. I am also going to guess that you used the default hash type when you created the file. My last guess is that the file currently is a hash type of 1. Do a GROUP.STAT filename
This will quickly tell you at the top what hash type it is.

Years ago, when this was the default, people were getting horrible hashing when creating dynamic files. They end up with all these empty groups and huge files that continue to split. This was so much of a problem, that they (Ardent/Informix) then made hash type 0 the default. Remember, you can always specify the hashtype on file creation to override defaults.

I would bet money this is your problem,
