Short of writing your own program to write to a binary file I would suggest 
uvbackup and uvrestore are the safest: these will rebuild the target in the 
correct format, will transfer dynamic files without breaking and won't leave 
stranded index pointers in the file headers.

However you may have issues with some type 1 files not going across cleanly: if 
possible resize them to type 19 on the source first.
