Ooops... I just reread the OP's message. Any time you run a job as a phantom it will write out to &PH&.
A better method may be to have a job start once in the morning and run all day. Have a VOC item do a LOOP/REPEAT. If it finds the file it runs DUPCHECK, the sleeps, otherwise just sleep. At the top of your loop check for for time of day/record in a flag file, etc to see if the job should quit.
