Your best bet for a U2 aware integrated environment is PRC -- it's what we use (and probably most people who do U2 development) -- you can get CVS to do what you want, but it's more work from the integration standpoint - PRC will 'wrap' the editors you typically use and ensure changes are captured.
It's like most Change management - you reap what you sow. It's a royal pain when you want to do a one line change and have to complete 10 steps to do it. But, ultimately, that's what you're trying to get control of - it's the one line changes that wreak havoc as well! YMMV, but it's what I've been using...
