Not really. It does just what it was intended to do; for developing new software, introduce new people to the environment, training, and for personal use. It was not intended to be used in a corporate production environment. Otherwise it wouldn't be free and would come with service.

2. I had already talked to IBM about splitting our seats among machines for
emergency backup.
  We are still weighing alternatives.

3. If Personal Edition is unable to run a big database, then PE is
worthless.
