You might try setting TcpTimedWait to a reasonable value in the registry.
Also: If you are using JNI set a positive timeout.
I have also seen some problems with using Veritas Backup Exec (aka Seagate
Backup Exec) if your web services were running (file contention). There are
some changes in 4.3 that may have some bearing:
8345 In previous versions, if the database failed to start, the
RedBack Scheduler also failed to start and was left in an
unusable state. U2 Web DE 4.3 implements an enhancement to
the Scheduler's dependency checking so that if the database
fails to start, the Scheduler enters a state in which it can
be restarted when the database is up and running.
Note: If the database was unresponsive (SUSPEND.FILES / dbpause) or file
locked at the O.S level )backup process) this might give similar results.
