It seems to me that you've left out a great deal of what you are trying to 
get.  Getting the internal date of the GMT date/time stamp is a simple 
matter of some string manipulation to separate the date and time.  Then do 
an ICONV with the appropriate conversion code ("D" for date, "MT" for 
time).

However, I don't think what you are asking about is that simple.  Given 
the GMT date/time, what or probably better put is where are you trying to 
get to?
