For now, yes this is the approach as they phase out of a "unidata only" world.

10+ years ago, Datatel decided they could use their Unidata based
development package called Envision to support a version of their
product using Oracle as the main data store. As a results, they've
mucked up their product to the point I find sad and frustrating. The
new release that Jeff and Ray are talking about is both amazing and
ridiculous. To create Datatel's grand vision for database
independence, we will use virtual machines.
There's a virtual machine functioning as the application server, and
another one as the "Data Access Server". There are also Java based
listeners all over the place. To make all this work, we need to have
twice the current Unidata seats plus twenty more for all of this
*stuff*. The way Unidata is used, as far as the main data goes, well
lets just say that folks on this list would not consider it a very
good use of Unidata.
Perhaps we *may* talk with Aptron in the future about switching to
their Universe based system.
