I can't change the SQL boxes or the network. The only place I can help myself is in the layout for the new box. I'd just fill the motherboard with the max it'll take. Oh - and make sure you've got diagnostic software so if it IS slow, you can place the blame in the right place. Sounds like you only need a minimal system for your UV setup, so you need to be able to say that that's not the problem - it should scream on almost anything you give it.
