If I remember correctly the best way is to resize the VOC from a UNIX script
(assuming UNIX). When the script exits you should be able to start up
Unidata with no problem. If you are in UniData and resize the VOC it
apparently causes issues.

I would assume the same issue is available with Universe.

I've never needed to do this myself, but I'd probably do it this way:

Create a file named VOC.NEW that is the size you want.
Copy the contents of VOC to VOC.NEW.
Exit UV and stop it.
At the OS level, "mv VOC VOC.OLD", then "mv VOC.NEW VOC".
Start UV.

If anything seems amiss, stop UV and mv VOC.OLD VOC.
