Although you don't need the IBM connection pooling license or tools, if you use an in-house or third-party mechanism...you still have to pay IBM a fee equivalent to the maximum concurrent connections your pooling mechansim allows. This requirement/guideline is explained in "IBM U2 Direct End User Handbook (9 May 2007)" (not sure if this document is downloadable from ibm.com).
Much like the iPhantom restrictions, IBM is trying to limit "license revenue loss". The less revenue they get, the less they have to invest in the U2 product lines in terms of R&D, Support and personnel.
