We did that as well on our own. It was pretty trivial to implement. If you're comfortable writing the code on the UV side to assemble and parse some XML, that's pretty much all the expertise required. PayPal (formerly Verisign) supplies you with an OS-level executable that passes the data back and forth to their server.
