Assuming that an upgrade to 10.x and Win2003 isn't on the cards, other
key "things" that are likely to help render suggestions are questions
like :

* CPU type & how many
* how much RAM does the system have (and what else is running that
consumes RAM)
* what type of disks/controller 
* single or part files? 
* how many records
* any indexes in play (if not, why not ?!?)

I'm going to take a stab & guess that CPU speed is under 1Ghz, and RAM
around 1Gb? For about $10K you can buy a nice shiny new system with 4Gb
RAM and dual quad-core 3Ghz CPU's and SAS drives --> what a great excuse
for an upgrade!

Sure, this will not tell you what is going wrong, but chances are it
will no longer matter :-)
