Here is a snippet from the Outlook help on encryption. It looks like your back to the public key/private key setup which is unacceptable
Encrypting an e-mail message in Microsoft Office Outlook 2007 protects the privacy of the message by converting it from readable plaintext into ciphered (scrambled) text.
