In UniVerse you could use the SYSTEM(12) function.

By setting the option (in a $OPTIONS statement) to TIME.MILLISECOND,
this will return the local time in milliseconds.

Subject: [U2] Unidata Time in Milliseconds?

I got an interesting request today to store time from Unidata in
milliseconds. Other than multiplying the TIME() value to convert it to
a
millisecond resolution, is there any function in Unidata that returns
time
in milliseconds?
