Skype support are excellent for this kind of thing - there is a special debug 
version of skype you can download that will pinpoint any conflicts.  Try the 
forums at http://forum.skype.com/index.php?  and logfile instructions at 
https://developer.skype.com/Support/LogFile

Most likely  - some conflict  with applications  working on port 80/443
