It is documented in UniVerse BASIC Command Reference Guide (BasicRef.pdf), even prior to 10.2. See "ENCODE function" page 232 in the manual Version 10.1 September, 2005 (not sure in the 10.2 version what page).
LOTS of commands don't exist in the online help.
