Thanks Henry, this sent me down another path of exploration. I ran my PHP script from the command line (php connect.php) and it got through to uv just fine - which makes it difficult to debug further. I was able to compare user and environment variables and there are no smoking guns. If I can't get this working using PHP as an Apache module, maybe I'll hook it up via CGI.
