If I were to do:

SORT VOC TOXML XMLMAPPING some_file.map TO some-xml-file

then in some-xml-file I would expect to see

<?xml version="1.0" encoding="ISO-8859-1"?>
<?xml-stylesheet type="text/xsl" href="simple.xsl"?>
<ROOT>

    yada yada yada

</ROOT>
