That's what it sounds like.

I would do a search on the system for a file named ftpd.

On most Linux boxen it would usually be in 
/etc/rc.d/init.d/

Once you find it, CD to the directory where it resides and type:
./ftpd start

You might need to be root to do this.



To search the entire machine for the executable:
find / -name ftpd -print
