Thanks, I thought about curl, which would mean installing some windows software,
  which I didn't want to do, although, that might not be too difficult.

My question was more pointed towards being able to pass data to the OS without
  having to create a file, similar to the "<<LABEL.......LABEL" method of unix.

It seems "DOS /c command" is all I could find
