Actually, I did go ahead and took the time to make a virtual attribute 
called UC_TECH.  It's a technician name field.

Now my SELECT statement is much simpler

ECMD = "SSELECT ":WO
ECMD := " BY WO_DATE BY SHIFT BY DEPT BY PRIORITY BY TYPE"
ECMD := " WITH STATUS = 'CLOSED'"
ECMD := " AND WITH UC_TECH LIKE '...":TECH:"...'"

And it works like a charm.  This list is great.  I don't know how I got 
anything done without it.  Thanks everyone.
