In Unidata, the index would be build for the 10 million records. The purge would run a little longer as the index has be updated with every record removal. The size of the index file does not shrink with the purge of the records. From my experience, I would purge the file and then build the index. Make sure the file is not opened by anyone during the indexing otherwise your indexes could be corrupted.
