In relation to your letter's mentioning the use of wikis. Can I just put out there, that there are millions of people who are at least somewhere familiar with editing in MediaWiki (which is the software Wikipedia uses). I would suggest that software as the basis. While other Wiki software might be as good, it introduces a brand-new learning curve and so would discourage participation.
