Yes, this was a problem - but I haven't recently tried to execute UV11 and cron. UV11 has a different shared memory model - inherited from UD - in comparison to older releases.
A quick test shows that phantom processes are getting their own shared memory segment under UV11. So - at first glance - it appears no longer to be an issue from UV11 onwards.
