Have you applied any Microsoft Windows XP Secrity or Critical updates recently? Perhaps running a firewall like Zone Alarm, or Norton Internet Security?
Try setting the UV telent port to something like 2051. Have you changed Windows User Logon and or Password recently? Changed the Systems name, WorkGroup, or IP Address? Double checked the Administrative Tools - Services - Properties? See if you can start it from there. If not, sometimes it yields or more descriptive clue as to why it won't start from there.
