Do a simple test. Create a VOC F-pointer pointing at a dict in a different account. 
Try to delete it and see what happens.

Certainly, if I were the person who wrote DELETE.FILE, I would seriously consider 
making a pathname trigger a "sorry illegal operation" error. I just wish that the 
person who wrote DELETE.FILE for UV hadn't made that sort of thing a fatal error that 
stopped it deleting the VOC pointer!
