It's a tricky question! The CTYPE category only has ALPHABETIC, NUMERIC and TRIMMABLE (and, by inference, "other") classes. I would hazard the guess that characters in the two Control Sets (Control Set 0 and Control Set 1) are those considered not printable. In your place I'd be seeking an official answer, and posting it.
