You have a semaphore lock that is not being released. You do not have to reboot the system to correct this problem. Simply run UNLOCK GROUPLOCK. This will release all of the grouplocks and complain about the semaphores that cannot be released. Then issue UNLOCK GROUPLOCK SEMAPHORE ##. You will need to do this for each semaphore that won't release, usually there is only one.
