Additionally to well-organized and maintained databases, one of the important sources of textual information is the Web, that is getting more data and more users on a daily basis. Methods developed for learning on structured datasets as well as research in machine learning on automatic document categorization and text mining contribute to the analysis of text data. Most of the developed approaches assume that the text data is given in the English language even though many of them that are based on statistics do not strongly dependend on the underlying natural language. An interesting question is the scalability of the developed approaches, for example, to domains containing non-English documents or to domains having very short or very long documents. The aim of this workshop is to contribute to exchange of the recent results and encourage research on learning and analysis of text data with a special emphasis on non-English texts and multilingual approaches. The workshop includes development of techniques for text classification, learning on text data and automated text analysis, study of domain characteristic influence as well as practical usage on different problems involving learning and analysis of text data. By addressing different state-of-the-art methodologies used in learning and analysis of text data and successful applications of this work we hope to encourage interaction between reseachers and contribute to development of this area. Particular topics of interest for the workshop include, but are not limited to: text representation, feature subset selection, domain characteristics influence and domain tailored text learning, scalability of developed approaches, text mining and text classification methods, natural language processing for automated text analysis, extensions of the developed methods for handling different natural languages, result evaluation measures, text learning on the Web, inovative applications of text learning and analysis. The workshop will consists of an invited talk, a number of refereed contributions and discussion. We also hope to stimulate researchers from Europe to cooperate on text analysis that would include specificities of different natural languages. SUBMISSION GUIDELINES Submissions should be sent by March 31, 1999, preferably in electronic form as a PostScript file to [EMAIL PROTECTED], Subject: ICML-99 workshop submission. The length and formating of the submissions should follow the ICML-99 recommendations. Submitted papers will be reviewed by independent referees from the Program Committee. Accepted papers will be published in the workshop proceedings. The authors will be notified about the acceptance or rejection by April 30, 1999. Camera-ready versions are due May 15, 1999. ATTENDANCE Attendance is not limited to the paper authors. We also encourage interested researches from related areas to attend the workshop.
