I'll look into working with Google to get special API privileges. In the mean time, a reasonable (if not good) solution would be that if more characters are selected than can be translated, we can just push people over to the full-page translation service offered by Google/Babelfish. To make it not disconcerting, we can highlight the selected text, and add a button at the end of it saying "Your selected text was too long. Click here to translate the entire page." Or something like that.
