I've also been experiencing this since 0.1.2, using Vista.

Oddly enough, I found that pressing left or right key after up/down
solves the delay, and abusing it in the keys plugin (http://
gist.github.com/43341).

  function indicationUp(){ with(U){ // U is the gUbiquity
    __cmdManager.moveIndicationUp(__makeContext(), __previewBlock);
    __textBox.selectionEnd += 0; // fixes the weird delay somehow
  }}

This actually works.
