Ubiquity is extensible enough to allow plugins to implement those
shortcut keys. See

for example.

The current APIs aren't very supportive to this kind of plugin,
though.

Agreed that commands should suppot accesskeys as possible.
You can further improve their usability by using <button> + @accesskey

But this solution is command-specific, and limited to what accesskeys
are able to.
