The reason for this is because the Utils library is actually not
specific to Ubiquity; it can actually be reused by any Firefox chrome
code, and is actually reused internally within Ubiquity in lots of
places.  CmdUtils, on the other hand, contains functions that are
rather specific to the context of Ubiquity command feeds, and they
often use data that only exists within that context.  For instance,
encoding a JS object to JSON format or iterating through the currently
open tabs is something that any extension developer may need to do,
but creating a command only makes sense within the context of a
command feed (or at least, within the context of Ubiquity).
