Our solution involves treating nountypes that do external calls differently from nountypes that do not do external calls -- so in a way, we're implementing the feature you asked for when you said nountypes should be able to opt out of certain queries. From now on, nountypes should have an attribute called noExternalCalls if they do not require any external calls.
