ubiquity-slideshow-ubuntu is a static content package. It holds HTML files which can be accessed through any means, about which the package itself has no concerns. (For example, its content can be opened with a web browser, a Webkit.WebView in Ubiquity, or a text editor). It would be improper (and, as far as I am aware, against the packaging guidelines) to depend on the external viewer in this case, especially given that it is ubiquity which recommends ubiquity-slideshow-ubuntu.
Instead, this sort of thing should be in the package's documentation. The Readme is a bit out of date with Lucid, but Slideshow.py in the source package should serve as an adequate implementation example, if you still need one :) With alpha 2, infrastructure should be in place so that derivative slideshows can be created within the one source package. I'll keep your comments in mind when I get back to the documentation. While it should be fairly obvious that you need Ubiquity for it to do you much good, it is not at all obvious that it needs python-webkit installed in order to actually function.
