If you can compile a list of MAC addresses, you can submit your list now, and send them in later. (Important to note, the program ends October 21. You don't have to ship your cameras by then, but you do have to submit the paperwork by then.)
Since it's two-for-one, you're going to have to buy a number of cameras anyway. If you can buy half your total up front, and submit your existing cameras in two batches, you can time it so that only a quarter of your installed camera positions will have any downtime.
