Is WDS enabled on the AP, but not on the stations (or vice-a-versa)? I'd make sure WDS is enabled on both the AP and the SMs.

With the replacement unit, the SM units aren't ARPing; but they do

If I set static ARP entry, the units respond. I'm using private

The adjacent router port is not a member of a switch group or bridge 
group, it's on its' own as a routed port.

Any thoughts as to what might cause this?
