Years ago I flipped a couple of houses. I could call the power company with the meter # and they'd tell me if they could turn the power on. Usually it was dependent on whether there was still $ owed on the account. Not sure if it will work in today's environment but you might try calling them with the # but they may tell you the past due will have to be paid first. If that's the case you can judge if it's worth the cost.
