My issue was ch0 jumper was toast.  I'm guessing the management is 100% ch0
which means if it doesn't have a good signal, it'll never associate.  Even
of ch1 is perfectly fine.

Replaced both radios, no resolution.  Replaced master jumpers, same
signal.  Replaced slave jumpers and we no longer have chain imbalance.
