I just did a fresh install of Breezy, and then upgraded the box to Dapper via apt. 
After the upgrade was completed, I did apt-get install gnome-orca.
 
The Orca package itself, along with various other dependencies were installed.  At the time, I wasn't paying close attention, but I do know that Festival, along with several other packages were included in that list.  However, it would appear that gnome-speech was not one of them.  When I run orca-setup, the program comes up, but doesn't speak.  Also, if I issue the test-speech command, I get a command not found.
 
Can anyone confirm this issue?
